Issue 3692: Deleting cookies causes the highlighted cookie to jump around

What steps will reproduce the problem?
1. Go to Options --> Under the hood --> Show cookies
2. Select a range of cookies
3. Delete the range
4. After the delete, the selected cookie is random
What is the expected output? What do you see instead?
1. The selected cookie after the delete should be the next sequential
cookie after the deleted range.
