Issue 3748: Vista Aero Red Close Button Not Showing Up

What steps will reproduce the problem?
1. Open Chromium in Windows Vista with Aero enabled
What is the expected result?
The "close" button should be red on active windows. On inactive windows, it
should be the same color as the minimize and maximize buttons (white).
What happens instead?
In Chromium, the close button is white in both active and inactive windows,
making it difficult to see if Chromium is active.
Please provide any additional information below. Attach a screenshot if
possible.
