Issue 3758: Truncation in Security Inforamation dialog

Build: 0.3.154.6 (Official Build 3810)
This happens regularly on my personal laptop XP/SP2. when ever Chrome is
busy performing some thing in the back ground, click on security lock
button for any https page.
The full text is displayed only after paint method is invoked on the
dialog.
