Issue 3792: Text Selection does not work correctly in 'Report a bug' dialog

From the Tools menu choose "Report Bug or Broken Web Site
Type what you see between the "----" including the line breaks

a test
----
Using the mouse, try to drag select all 3 lines starting from the bottom of
the text (not the top)
Result: You can't select them all
Also, type more that a few line so that the some lines scroll off the top
of the text area. No scrollbar appears.
