When the AutofillManager code is in, it should be integrated with:
- the preferences: the kFormAutofillEnabled pref registration should be
moved to the AutofillManager (as in PasswordManager)
- the browsing data remover: hook-up the clearing of the form data in
BrowsingDataRemover::Remove
