Issue 3964: Paint issue on tab strip with mouse hover on tab strips.

Build: 0.3.155.0 (Developer Build 4303)

What steps will reproduce the problem?
1. Launch Chromium with old-frames.
2. Create 3 or 4 new tabs
3. Mouse hover over tabs strips as shown in the video.

when mouse hover over from active tab strip to un-active tab strip,
the entire un-active tab strip is not getting hover state. Only small
portion of right side tab strip is having mouse hover state.

Please let know, if demonstration is required, if video is not clear.

PS: This is with Old-frames only. Tested on XP.
