Issue 4009: Clear accept-language list: IDN will always show in Unicode

OS: Any
Other Browsers:
Safari: N/A, no accept-language setting option
Firefox3: Fail
IE7: Fail
Steps:
1. Launch Chrome
2. Clear accept-language list
3. Go to http://小游戏.cn/
4. Observe
Result:
IDN showing in Unicode
Expected:
IDN should show in punycode now since Chinese is not in the accept-language
list
