Issue 4020: Come4news.com editor doesn't show any formatting buttons

What steps will reproduce the problem?
1. Go to come4news.com and click "soumettre un article" (submit an
article... it need subscription)
2. The editor shows two text area
3. The first is OK, the second is strange, there is no formatting button
and it is shifted to the right
What is the expected result?
The second text area should be similar to the first
What happens instead?

This bug is annoying because this website is a well-known journal. It's
impossible to use Chrome/Chromium to write an article.
