Issue 4043: Tabstrip is painted with thick blue bar

Filing this for future tracking purpose.
Some times, the tabstrip is painted with thick blue color. See the attached
screenshot.
Right now, I don't have repro steps, but happens very frequently. Will
update the thread, with consistent repro steps, If I can.
