Issue 4051: XBAPs don't work

Chrome Version       : 0.3.154.9
URLs (if applicable) :
http://thewpfblog.com/examples/motionGraphics/motionGraphics.html
Other browsers tested:
   Add OK or FAIL after other browsers where you have tested this issue:
      Safari 3:
     Firefox 3: OK
          IE 7: OK

What steps will reproduce the problem?
1. Open an xbap (xaml browser application), for example:
http://thewpfblog.com/examples/motionGraphics/motionGraphics.html

What is the expected result?
The application would download and run.

What happens instead?
"The application has failed to start because xpcom.dll was not found.
Re-installing the application may fix this problem."

The message pop-up shows multiple times (maybe 4-6).
