The tab closing is issue 3198. As for the hang monitor, it does popup. The
catch is
that it only pops up if the window is focused when the hang monitor fires.
So, the
window needs to be focused ~20 seconds after the hang starts.
What is concerning is that the window doesn't close in this case.
