There's an IO error in BodyWrite leading to HandleIOError which resets
request_body_stream buffer without refilling it.
By making FillBuf() public in upload_data_stream class and calling it
http_network_transaction::ShouldResend() after Reset() works. Or, Reset()
can be
changed to call FillBuf(). Which would be better?

request_body_stream_->Reset();
request_body_stream_->FillBuf(); <=== added
