What steps will reproduce the problem?
1. Ctrl+Shift+B or menu to bring up Bookmark Manager.
2. Now, hit Alt+q, Alt+0, or Alt+[any letter or number key].
What is the expected output?
Nothing should happen.
What do you see instead?
The Window Management menu (Move, Size, .... Close) pops up.
This does not occur in browser or popup window types.
