Issue 4087: Horizontal scroll bar covered by download shelf

New issue report by [EMAIL PROTECTED]:
in 154.9, open up gmail. Find an email with an attachment and download that
attachment, such that you now have the download shelf showing. Now open an
email that scrolls horizontally (suggest "started next webkit merge (to
r38097)" on chromium-dev).
Note that the horizontal scrollbar is covered by the download shelf.
Closing the download shelf reveals the horizontal scrollbar. (Download bar
also covers the bottom part of the vertical scrollbar).
