Issue 4101: Problem with Incognito icon in Google Chrome

When Google Chrome is opened from a link on the desktop, [command line --
Incognito enabled] the Incognito icon in the top left half of the browser
is present but when it is opened from a link on the taskbar, the Incognito
icon in the top left half of the browser is not present.
