Issue 525: image is rendered incorrectly and moving when scrolling

[Confirmed] on Chrome 0.3.154.9 (Official Build 4058). There are lots of
problems with this page!
1. Confirmed top image repeated after scrolling; easiest to see if
scrolling quickly.
(a) Load the webpage
(b) Grab the scrollbar
(c) Scroll to the bottom, do not let go of the scrollbar
(d) Scroll back up to the top -> top image will repeat
2. Load the webpage in a maximized browser, then click the "Restore Down"
button.
Results in re-render problems -> screenshot watersportverbond_A
3. Then click the "Maximize" button.
Results in re-render problems -> screenshot watersportverbond_B
4. Also, the scrollbar has focus/grabbing location issues. See screenshot
watersportverbond_C
Cannot grab/scroll when trying to grab the scrollbar at the very top.
Able to grab/scroll when grabbing the scrollbar at the bottom.
(My guess, some z-order/overlapping div/overlapping object issue?)
