Issue 4335: ResourceDispatcherHost::CancelRequest may not notify event
handlers properly

In ResourceDispatcherHost::CancelRequest if (!i->second->is_pending()) is
true, we remove the request. This is done in such a manner that the event
handler is not notified. This could cause problems.
