Issue 4438: Launching Chrome from command line results in hidden window

What steps will reproduce the problem?
1. Launch chrome from the command line.
What is the expected output? What do you see instead?
Chrome should appear, but it doesn't. If you alt-tab you can see the Chrome
icon, but selecting it doesn't show the window.
