This fix introduces a regression where windows can't be closed when a popup
notification is displayed.
1) Go to popuptest.com
2) Select Multi-PopUp Test
3) Try to close the tab (you can't).
4) Trying a second time succeeds (but who knows how screwed internal state
is).
mal: Please revert it from the release branch since a few websites doing
weird things
not working is worse than not being able to close windows and tabs and then
assign it
to me for a fix that doesn't break the world.
