Issue 4474: Reload for frames not in context menu

Firefox 3: OK

What steps will reproduce the problem?
1. Open any website using frames
2. Right-click inside one of the frames
What is the expected result?
A content menu entry to Reload the Current frame
What happens instead?
There is no such entry.
Reload has recently been put into the context menu for an entire page.
This must also be done for individual frame pages -> "Reload this frame"
