What steps will reproduce the problem?
1. Set the input locale to Chinese, Japanese, or Korean;
2. Select an IME;
3. Launch chrome;
4. Open the attached file "test-ime-mode.html";
5. Set the input focus to its input form;
6. Observe the status of the selected IME.
What is the expected output?
The selected IME is disabled.
What do you see instead?
The selected IME is still enabled.
