Issue 4540: unable to select open all bookmarks, from bookmarks bar

What steps will reproduce the problem?
1. Show the bookmarks bar
2. right click the bar
3. trey to select Open all bookmarks
What is the expected result?
Open all the bookmarks
What happens instead?
unable to select that option, so nothing
Please provide any additional information below. Attach a screenshot if
possible.
On previews versions, this was possible to do, but not anymore. Now it can
only be done on the folders inside the Other bookmarks folder.
