Issue 4567: IME candidate window moves up and down.

What steps will reproduce the problem?
1. Open input.html. (attached)
2. Click the input box.
3. Enable Japanese IME.
4. Type "koushou".
5. Hit space key some times to open IME candidate window.
6. Hit space key more times.
-> Candidate window moves up and down. This is most apparent with
ATOK2008. Also repro with MSIME, but its window moves quickly and the
problem is not as apparent as ATOK.
What is the expected output? What do you see instead?
-> Candidate window does not move.
