Issue 4591: Dev channel 154.23: Should change "Text zoom" to "Zoom"

Build: 0.4.154.23 (Official Build 5672)
Steps:
1. Launch Chrome
2. Switch Chrome language to any localized language
3. Observe "Text zoom" menu
Result:
Menu "Text zoom" is untranslated
Expected:
Should be translated
Notes:
1. On TC, we changed message "Text zoom" to "zoom", so we should pick up
this to dev channel build. Message ID 4174801288936776148
2. It is OK on top of tree build
