Steps:
1. Run RTL Chrome
2. Go to http://www.laniado.org.il/obgyn/excel.asp
3. Choose "Create application shortcuts" menu
4. Observe
Result:
Hebrew tab title is left aligned on Gears dialog
Expected:
Should be right aligned
Notes:
Gears dialog itself is in RTL layout which is correct
