Steps:
1. Launch Chrome
2. Go to http://www.vivi.ro/politica/despre.php
3. "Save page as" to the default download location
>>Noticed there is a character â in file name
4. Select "Show in folder" from the download status bar
5. Open the downloaded file in Chrome
6. Observe
Result:
It shows "This webpage is not found."
Expected:
Chrome should open this page correct
Notes:
Delete character â from the file name, Chrome can open the page correctly
