Issue 4634: Dev channel 154.23: Some translated strings not showing on

Build: 0.4.154.23 (Official Build 5672)
OS: Any
Steps:
1. Run Hebrew Chrome
2. Try to download mini_installer.exe from
http://build.chromium.org/buildbot/snapshots/chromium-rel-xp/5775/
3. Observe the pop up window on the left bottom corner
Result:
1. String "Discard" untranslated
2. String "This type of file can harm your computer. Are you sure you want
to download mini_installer.exe?" untranslated
Expected:
Both of them should be translated
Notes:
1. Actually, we already have translated strings for them on TC, somehow
they are not showing, message ID:
2627608356924769629
3823219296477075982
2. So far I checked, it is OK on Chinese and Arabic
