Running Flash 10 and the tip-of-tree build it is easy to reproduce this.
Whatever
that Flash application is doing it causes any custom cursor to oscillate
back to the
arrow. When a Flash animation is not visible it should not be able to
change the
cursor but it appears that it can. It is very annoying.
In fact it not only happens between tabs but also in other windows from the
same
instance of the browser.
