I've distilled this down to demonstrate exactly what the difference is:
navigation-related events are handled differently in Chrome.
The file attached demonstrates consistency across (all Mac) Opera 9.61,
Safari 3.2,
and Firefox 3.0.4 and differences in Chrome.
