New issue 5031 by sorrowhammer: Only Tab Bar appears on new windows.

Other browsers tested: Firefox 3, IE 7
   Add OK or FAIL after other browsers where you have tested this issue:
      Safari 3: N/A
     Firefox 3: OK
          IE 7: OK

What steps will reproduce the problem?
1. Opening a new window via Ctrl+N.
2. Clicking any link that will open a new window.
3. Opening an Incognito window.

What is the expected result?
To have a new window open with a window present.

What happens instead?
A tab bar with no window underneath appears.

Please provide any additional information below. Attach a screenshot if
possible.

The new windows open in the "restore" state, and maximizing fixes the
problem.  Restoring the window also restores it to a tab bar alone.
