Chromium's using the Windows proxy settings was a deliberate design  
decision.  We
believe that network settings such as proxy and SSL settings should be  
global on a
computer, so that the user can easily configure them for all applications.   
The
Windows versions of Opera and Safari also use the Windows proxy settings.

I understand the need to switch proxy settings when you use a laptop in  
different
environments.  Does Windows not have an easy way to switch to a  
different "network
profile"?
