Okay, Ben explained me what was going on irc. When a window becomes maximized, Windows resizes the window to be slightly larger than the screen by the width of the window borders on each edge. This is apparently so apps don't need to adjust their rendering when being maximized. However, the border size on Windows XP and Windows Vista are different with glass turned off. And on Windows Vista, you can adjust the value within the control panel. And there appears to be no way query for this value on each platform.
