On my home PC (Windows XP Home Edition SP3), I refreshed the Root Store.
IE downloaded the same certificate for the root "SwissSign Gold CA - G2"
with auto update.

You can forward my comment 12 to Microsoft.  The code in comment 12
should be sufficient for someone familiar with Windows CryptoAPI.
For the complete code, look at the following four files in the
http://src.chromium.org/viewvc/chrome/trunk/src/net/base/
directory:

ev_root_ca_metadata.h
ev_root_ca_metadata.cc
x509_certificate.h
x509_certificate_win.cc

X509Certificate::IsEV (in x509_certificate_win.cc) is the key function.
