infoseek.co.jp was replaced by goo in the trunk (r4021
http://codereview.chromium.org/8802) and 1.0 branch. So, this is not an  
issue any
more.

BTW, before it's removed, its input encoding was set to EUC-JP and its url  
included
'enc=EUC-JP'. Apparently, 'enc=EUC-JP' is not the input encoding but the  
output
encoding. Its input encoding is UTF-8.  In an unlikely case we'll add this  
back, we
have to use UTF-8.
