What steps will reproduce the problem?
1. Configure browser to start with a blank page
2. Open a new tab

What is the expected result?
A blank tab opens.

What happens instead?
The default new-tab page opens.

Please provide any additional information below. Attach a screenshot if
possible.

This should probably be a new option - not everyone wants to use the
default new-tab page.  It should either use the option that exists for when
the browser is launched, or create a new option.
