[WorksForMe] in Chrome 0.4.154.31 (Official Build 5918) _WITH_ --magic_browzR (and it FAILs when not using --magic_browzR) I think the new browser drawing code solves the problem for dragging a tab behind the taskbar. sekarnet, to verify this, please try adding --magic_browzR to the end of the shortcut target used to start Chrome.
