TextCodecICU.cpp was unforked after my patch was accepted (r6540). (I  
didn't add
PLATFORM(CHROMIUM), but cleaned up the file and separated mac encoding  
tests from
fast/encoding/char-decoding.html).  For this issue, I'm making a change to  
use
windows-949, windows-874 and GBK instead of EUC-KR, TIS-620 and GB2312 in  
Chrome.
