I would like to confirm that in Google Chrome v.0.4.154.33 under Windows XP SP3, internet 1024 kbits/s, it is impossible to resume downloads. Just tried to download http://mirror.yandex.ru/mirrors/ftp.videolan.org/vlc/0.9.8a/win32/vlc-0.9.8a- win32.exe from http://www.videolan.org main page and clicking on Resume do not resume the download.
