I'm not sure there are bugs here. Everyone does two-phase loading; if you
cancel
during the first phase, the address bar resets, whereas during the second
it doesn't.
AFAIK this is the same across Firefox, IE, Safari, and Chrome. Basically,
the
distinction is based on when the load commits and what's showing in the
content area.
We keep the address bar and content area synced to avoid security problems.
Please reopen if I am somehow mistaken.
