Thanks for adding that file, and apologies for the delay in adding this
comment. I
tried to set the local state file a while back and was not able to
reproduce this
issue (I was hoping that we'd see other cases of this, but fortunately in
some
respects that didn't occur). For the time being I'm going to mark this as
WontFix
since we don't have a consistent way of repeating it.
