You're right that this is something we should fix. The "block all insecure content" setting has two main goals: 1) Stopping an active network attacker from stealing Secure cookies. 2) Alerting web developers that their site includes mixed content so they can fix the bug. This issue doesn't prevent the feature from achieving these goals.
