Fixed in r6951. This bug doesn't affect the old WinHTTP code,
so we don't need to backport the fix to the chrome_official_branch.
Because I forgot to remove the debugging CHECKs when I checked in
the fix, the crashes in ChromeBot did not stop until r6972.
