This issue can be reproduced with the following steps:-
1. Reduce the size of the browser window such that the Silverlight widget
on msdn.microsoft.com is not visible initially.
2. Now scroll quickly down to it via the mouse wheel. Now try clicking on
the
widget. More often than not the widget will not respond to input. I have
also
seen painting issues with the widget.
