This seems to appear only when downloading a "potentially harmful" file
into a new
tab.
E.g. for a "potentially harmful" attachment in Gmail, if I click the
Download link in
Gmail, I get the full notification including "save" and "discard" buttons
at the
bottom of the screen as expected.
If, however, I ctrl-click on the Download link to download the file in a
new tab, I
get the truncated message reported in this bug (see attachment)
