The issue is not whether there exist use cases for toggling focus like
this. The
issues is (a) how common those cases are, (b) whether anyone would memorize
and use a
separate accelerator just for those cases, and (c) whether anyone does this
today
given that the major browsers differ on how they implement this shortcut,
and
therefore it's unreliable.
This can't be more than pri 3. I still think we shouldn't do this.
