This is really annoying. Makes an application shortcut to Google Docs  
almost useless.
Only the file browser ever on that window, as all viewing and editing is on  
separate
windows.

It also doesn't make much sense that the document being viewed in Google  
Docs (or the
attachment in Gmail) stays in the same process, but jumps window. And that  
would be
my heuristic for it: if you're not going to launch a new process, keep it  
in the same
window (or open a new "application window", if you want to keep those  
tabs-free -
just don't throw it into the next generic browser window).
