I am able to reproduce this issue:
Steps:
1. Log in Russian Vista
2. Go to http://www.google.com/chrome from IE
3. Click "Download Google Chrome"
4. Click "Accept and Install"
5. Click "Run" if there is a security dialog pop up
6. "Google Chrome Installer" progress bar should show up now
Result:
Russian text showing as garbage on the progress bar
Expected:
Correct text should display
