The problem appears to occur when Chrome is on a monitor powered by the
non-primary
video card.
I have the same problem with 3 monitors: monitors 1 and 2 (powered by a
single video
card) are fine, but monitor 3 (powered by a separate video card) does not
display the
tabs when maximized.
I tried disabling monitor #3 to see if it was a "last display" problem
instead of a
separate video card problem, but monitors 1 and 2 still displayed the tabs
normally.
