Google Chrome Version 1.0.154.43. Issue 6048 is a duplicate of this issue. Also, this still happens for me - Go to code.google.com and go the the chromium issues list. Start a new comment and click in it so focus goes to the comment box (when the yellow border surrounds it), then click the new tab button, exit the tab if it doesn't open more than one new tab, then click the new tab button again until it reproduces).
