New issue 6422 by vtolkov: Binary file is downloaded into chrome directory,  
instead of download location

What steps will reproduce the problem?
1. Verify that download location is specified and exists.
2. Download binary file
3. Try "shown in folder"
4. Try open "Downloads"

What is the expected result?
1. Specified location is shown with the file.
2. "Downloads" show full path for the file.

What happens instead?
1. File is downloaded into application directory, for example,
"E:\Documents and Settings\user\Local Settings\Application
Data\Google\Chrome\Application\2.0.157.0\"
2. "shown in folder" does not do anything
3. "Downloads" shows the link without path, just the relative file name.

Please provide any additional information below. Attach a screenshot if
possible.
1. I have "E:" drive as system drive.
2. I have "E:\Documents and Settings\user\My Documents\Downloads" as
download location.
3. Windows XP Home.
4. HTTP Proxy is used.
